The only suggestion I would make is, at step 4 duplicate the layer 2 or 3 times and do a Gaussian Blur of 10 on one of the copies, 20 on another, and 30 on the third. Then merge these layers together before you continue on to Step 5.

I went searching the web for tutorials to ease you into Paint.Net, and I think this one will do the trick. Here’s a cool effect you can do to recolor an eye in a photo, and once you learn it, you can use this technique to do the same with any section of the photo you want to recolor.
Step 1: Search the internet for an image of an eye, preferably one that is larger than 100 pixels wide. Right click it and choose “copy.”
Step 2: Open Paint.net and click “File: New” then click ok. Next go to “Edit: Paste.” The eye image should take up most or all of the work area on your screen.
Step 3: Make sure all your windows are visible. If not, click on the “Window” menu, and make sure Tools, History, Layers, and Colors are checked.
Step 4: On the Layers toolbox, click the “double paper” icon, which will duplicate the eye layer.
Step 5: Click the checkbox on the bottom layer to turn it off. Select the top layer and use the eraser to erase the entire iris/pupil area. You may need to zoom in, and/or change the eraser size to get all of the iris erased.
Step 6: Uncheck the top layer and re-check the bottom layer. You should now be looking at the full eye again.
Step 7: Click on the bottom layer, and go to “Adjustments: Hue/Saturation.” Slide the Hue slider until the eye is your desired color. You can be as crazy as you want with the color. Click OK.
Step 8: On your layers toolbar, check both layers again. You should now see the eye color you picked out instead of the original color.
MORE FUN:
Find a picture of a globe, or some other round object such as a soccer ball or basketball, on the internet. Copy and paste it into a NEW LAYER in between the other two layers. Resize as needed to fit within the eye area. Then, on the new layer’s Layer Properties, turn down the opacity slider and choose a blending mode that you like. Try each one to see what the different effects are.
